In 1708 kwam hij in de stadsregering en hij werd in 1712 benoemd tot burgemeester, welk ambt hij tot 1749 twaalf maal bekleedde. Van 1713-1757 was hij een der bewindhebbers van de Oostindische Compagnie. Hij was een schrander man met een scherp inzicht: ofschoon hij een voorstander was van een stadhouderloze regering deed hij in 1742 aan de Staten van Zeeland het opzienbarende voorstel Willem IV tot stadhouder te verheffen. Zijn redenering was dat men nu nog een stadhouder zou kunnen krijgen op de voorwaarden die men hem stelde en niet andersom. In 1747 werd hij door Willem IV verzocht hem als Eerste Edele van Zeeland te vertegenwoordigen, doch hij wees dit af in verband met zijn leeftijd en zwakke gestel.
